Thursday, August 6, 2009   9:30 a.m.
 

The regular meeting of the County Commissioners was held today, all members present.

Comm. Stohler presiding.

  

The meeting opened with the Pledge to the Flag.

 

 The Commissioners approved the minutes the previous meeting.

  

Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $980,636.86. 

 

At 9:38 a.m. the Commissioners sat as the County Board of Assessment.

 

At 9:39 a.m. the Commissioners reconvened the regular meeting.

 

The Commissioners approved and signed a contract amendment for the 2009 Community Services Block Grant (CSBG) in the amount of $336,973.00.  CSBG was transitioned from a fiscal year to the calendar year.   The original contract was for a five month (January to May 2009) time frame.  This contract amendment adds on the seven months to make it a 12 month (January to December 2009) contract. 

 

The Commissioners approved and signed the following municipalities liquid fuels applications for county aid for the year 2009 and to submit the applications to the Pennsylvania Department of Transportation (PennDOT) for their approval: 

 

Swatara Township   $3,695.00

 

The Commissioners adopted the following proclamation to recognize and congratulate Campbelltown, Pennsylvania on their 250th Anniversary.

 

The Commisssioners adopted the following proclamation for Daphne Moser of Newmanstown, Pennsylvania, member of Girl Scout Troop 378 and a recipient of the GIRL SCOUT GOLD AWARD through the Girl Scouts in the Heart of Pennsylvania. 

 

Joy Blankley Meyer was appointed member of the Lebanon County Children and Youth Advisory Committee to fill an unexpired term to end December 31, 2011.

 

At 9:43 a.m., the Commissioners called a recess.

 

At 9:53 a.m., the Commissioners reconvened the meeting.

 

The Commissioners along with the County Controller and the County Treasurer sat as the County Retirement Board.

 

Archie Battistelli, Vice President and Michael Battistelli of Stifel Nicolaus, met with the Retirement Board to present the results of the 2nd Quarter Lebanon County Municipal Employees’ Retirement Fund.  

 

At 9:17 a.m., the Commissioners reconvened the regular meeting.

 

It was moved by Comm. Carpenter, seconded by Comm. Litz to approve and sign a 37-Passenger Bus Agreement between Area Agency on Aging and the County of Lebanon Transit (COLT) for the period from July 1, 2008 to June 30, 2012.  The cost breakdown is as follows:  

 

7/1/08 – 6/30/09 =  $26,000

7/1/09 – 6/30/10 =  $27,000

7/1/10 – 6/30/11 =  $28,500

7/1/11 – 6/30/12 =  $30,000

Total                    $111,500

 

The Commissioners approved and signed the Area Agency on Aging 2009-2010 Budget in the total Block Grant amount of $2,498,940.00 and total other sources of funds amount for $407,249.00.

Thursday, August 13, 2009   9:30 a.m. 

The regular meeting of the County Commissioners was held today, all members present.

The meeting opened with the Pledge to the Flag.

  

The Commissioners approved the minutes the previous meeting.

  

Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $980,636.86. 

 

Earl Meyer, Executive Director, Jon Fitzkee, Transportation Planner and Thomas Kotay of the Lebanon County Planning Department, met with the Commissioners to present a traffic light grant for approval.  Lebanon County is working with its municipalities to upgrade 33 traffic signals that have not previously received upgrades to Light Emitting Diode (LED)  signals in order to reduce the costs and energy use as well as to increase safety for those traveling throughout the County.  Christopher Troup, Subdivision Planner and M. Lee Meyer, Senior Planner were also in attendance. 

 

The Commissioners authorized the Planning Department to submit a grant application to the Pennsylvania Department of Environmental Protection for consideration as a multi-municipal energy efficiency project, to request funds from the federally funded Pennsylvania Conservation Works Program.  The Light Emitting Diode (LED) signalization Upgrade project may begin at the end of 2009 with the total project costs estimated at $326,800.

 

Earl Meyer, Executive Director of the Lebanon County Planning Department, presented an update on the status of projects for Comp Plan Implementation Grant monies.  Christopher Troup, Subdivision Planner and M. Lee Meyer, Senior Planner were also in attendance. 

 

The Commissioners authorized the Planning Department to send a letter to the Pennsylvania Department of Conservation and Natural Resources on behalf of North Lebanon Township supporting their Lenni Lenape Park Development Project as approved through the County Comprehensive Plan Implementation Program.  The grant request is in the amount of $25,000.

 

The Commissioners authorized the Planning Department to send a letter to the Pennsylvania Department of Conservation and Natural Resources on behalf of Heidelberg Township supporting their Sanitary Sewer Project as approved through the County Comprehensive Plan Implementation Program.  The grant request is in the amount of $ 15,000. 

 

It was moved by Comm. Litz, to authorize the Planning Department to send a letter to the Pennsylvania Department of Conservation and Natural Resources on behalf of Swatara Watershed Association for their Wise Property Acquisition Project as approved through the County Comprehensive Plan Implementation Program in the amount of $25,000.   Motion died for lack of a second.

 

The Commissioners authorized the Planning Department to send a letter to the Pennsylvania Department of Conservation and Natural Resources on behalf of Bethel Township supporting their Lion’s Park and Pool Project as approved through the County Comprehensive Plan Implementation Program.  The grant request is in the amount of $ 20,000.  

 

The Commissioners authorized the Planning Department to send a letter to the Pennsylvania Department of Conservation and Natural Resources on behalf of Coleman Memorial Park supporting the Coleman Memorial Park, Master Site Plan Project as approved through the County Comprehensive Plan Implementation Program.  The grant request is in the amount of $ 20,000. 

 

The Commissioners authorized the Planning Department to send a letter to the Pennsylvania Department of Conservation and Natural Resources on behalf of Myerstown Borough supporting their Comprehensive Plan Update Project as approved through the County Comprehensive Plan Implementation Program.  The grant request is in the amount of $12,500. 

 

Jay Parrish, State Geologist for the Bureau of Topographic and Geologic Survey, Pennsylvania Department of Conservation & Natural Resources, met with the Commissioners to inform them that the State will be in Lebanon County in September to study the seismic line from North Lebanon to South Lancaster.  Mr. Parrish is invited to come back to a future meeting to report their findings.

 

Brian Bradley, representative of RBC Capital Markets, Philadelphia, PA along with Ramino Carbonell and Gregory Becker of Stevens and Lee Law Firm, met with the Commissioners to conduct a 2009 General Obligation Bond.

 

The Commissioners adopt Ordinance #38 an Ordinance of the Board of Commissioners of the County of Lebanon, Pennsylvania, authorizing and directing incurring of nonelectoral debt through the issuance of a series of General Obligation Bonds, Series of 2009 of the County in the aggregate principal amount of Nine Million One Hundred Five Thousand Dollars ($9,105,000).....  Indebtedness is to be incurred to provide funds for certain projects of the County which include, among other things: (A) the refinancing of a portion of the County’s general Obligation Bonds Series of 2004; (B) the refinancing of the County’s General Obligation Note, Series of 2007; (C) the Funding of a County-wide revision of the assessment of real property; (D) the construction, acquisition and installation of certain capital improvements to the County’s existing buildings and facilities including the acquisition and installation of certain capital improvements to the County’s 911 Emergency Management System; and (E) the payment  of the costs and expenses of issuing the bonds…… 

 

The Commissioners approved and signed the Commonwealth of Pennsylvania, Pennsylvania Emergency Management Agency, Federal Fiscal Year 2009 Emergency Management Performance Grant Agreement.  The funds in the amount of $79,559 will be used for the Coordinator and Operations & Training Officer positions for the period of October 1, 2008 to September 30, 2009. 

 

The Commissioners approved and signed the following municipal liquid fuels application for county aid for the year 2009 and to submit the applications to the Pennsylvania Department of Transportation (PennDOT) for their approval: 

 

Palmyra Borough     $4,862.00

 

The Commissioners approved and signed a letter of support for the funding request by Lebanon Valley Exposition Center and Fairgrounds to partner with E & E Solar of Lebanon, PA to prepare and submit a grant application to the PA Department of Community and Economic Development’s Solar Program.  The purpose of this grant application is to secure a grant to complete a comprehensive feasibility study for a substantially sized solar photovoltaic system that would generate clean, renewable electricity.  The feasibility study would be crucial in preparing a fully permitted and shovel-ready solar project ready for installation in 2010.  It is our understanding that the project would provide for a large, ground-mounted solar energy system designed, at minimum, to reduce peak demand at the Expo Center, and in the best case scenario, offset Expo Center’s entire utility bill that could potentially include energy savings for the Agricultural Center Office Building.   We also understand that our support does not commit Lebanon County to any financial obligation.

Wednesday, August 19, 2009   10:30 a.m.

 The regular meeting of the County Commissioners was held today at Cedar Haven, all members present.  Comm. Stohler presiding.
 

The Commissioners asked for public comment and no comments were heard.

Edward Schlegel, Administrator and Marcia Krause, Assistant Administrator of Cedar Haven, met with the Commissioners to discuss the business matters of Cedar Haven.

The occupancy rate at the facility is 98% capacity.

It was moved by Comm. Carpenter, seconded by Comm. Litz to adjourn the meeting.

At 12:00 noon, the Commissioners met with other members of the Prison Board to conduct their monthly meeting. 

 

Thursday, August 20, 2009   9:30 a.m. 

The regular meeting of the County Commissioners was held today, all members present.  Comm. Stohler presiding.

  

The meeting opened with the Pledge to the Flag.

  

The Commissioners approved the minutes the previous meeting.

  

Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $1,150,323.85. 

 

The Commissioners adopted a proclamation for Earl Meyer, Director of the Planning Department. Mr. Meyer will retire as Executive Director of  the Planning Department with over thirty-eight  years of distinguished service on October 31, 2009.

 

The Commissioners adopted proclamation for Julian Weiant, Police Officer of North Cornwall Township. Officer Weiant will retire on August 21, 2009 as a Police Officer with the North Cornwall Township Police Department after twenty five years of distinguished service. 

 

The Commissioners approved and signed the Lebanon County Children and Youth Service and Juvenile Probation’s Implementation Budget for FY 2009-2010 Needs Based Plan and Budget. The Implementation Budget is in the amount of $7,728,784 and the county share for 2009-2010 is budgeted at $1,765,732.  The Needs Based Plan for FY 2010-2011and Budget is in the amount of $7,817,270 which reflects a 3% increase in salaries.  The County share will increase by $41,192.  

 

William Smeltzer, President of the Lebanon Library Board/District Library along with Archie Battistelli, Trustee of the Library Board, met with the Commissioners to present an update of the operation/budget of the Library and their need to have County support continue to come into the library.  These gentlemen asked the Board that during their 2010 budget process if they would at least consider keeping the same level of funding from the County come into the Library.  The Library’s annual budget is $500,000 and the District Library is totally funded by the State.

 

The Commissioners adopted proclamation for St. Mark’s United Church of Christ located at Eighth & Mifflin Streets, Lebanon, Pennsylvania as they celebrate the 50th Anniversary of their church camp, Pine AcresPine Acres was obtained for the purpose of recreation, Christian Education, scouting, retreats and various outdoor activities for religious organizations of the church.

Thursday, August 27, 2009   9:30 a.m. 

The regular meeting of the County Commissioners was held today, all members present.  Comm. Stohler presiding.

  

The meeting opened with the Pledge to the Flag.

 

 The Commissioners approved the minutes the previous meeting.

  

Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $1,944,572.54.  

This week’s net payroll is in the amount of $1,017,960.35. 

 

The Commissioners approved and signed the Drug & Alcohol 2008-2009 final expenditure report to both the Bureau of Drug and Alcohol Programs (BDAP) and the Office of Mental Health and Substance Abuse Services (OMHSAS) for Drug & Alcohol in the total amount of $1,368,572. 

 

The Commissioners adopted a resolution for Donna Posey. On August 28, 2009, Donna will retire as a government employee with nearly thirty five years of distinguished service.

 

The Commissioners approved and signed a Grant Agreement, 2007 Comprehensive Plan Implementation Fund between South Sixth Street Playground Association, 525 South Broad Street, Lebanon, PA, and the County of Lebanon.  The County hereby awards Sough Sixth Street Playground Association a Comprehensive Plan Implementation Grant in an amount not to exceed $20,000.00 to be used for the project known as the South Sixth Street Playground Rehabilitation project. 

 

The Commissioners approved and signed a Grant Agreement, 2007 Lebanon County Comprehensive Plan Implementation Fund between the North Lebanon Township Municipal Authority, 725 Kimmerlings Road, Lebanon, PA and the County of Lebanon.  The County hereby awards North Lebanon Township Municipal Authority a Comprehensive Plan Implementation Grant in an amount not to exceed $25,000.00.  The grant shall be used for the project known as the “Hillside Drive Sewer Extension Project. 

 

The Commissioners approved and signed the Pennsylvania Department of Public Welfare, the Medical Assistance Transportation Program (MATP) 4th quarter report for the Human Services Agency in the amount of $232,560 for the period of July 1, 2008 to June 30, 2009. 

 

The Commissioners approved and signed the Pennsylvania Department of Public Welfare, the Human Services Development Fund (HSDF) 4th quarter report for the County of Lebanon  in the amount $271,426 for the period of July 1, 2008 to June 30, 2009. 

 

Matthew Hetrick, Fire Chief and Gail Smith, Vice President of Ono Volunteer Fire Company, Ono, PA, met with the Commissioners to request that the County be the applicant on their behalf for gaming funds in the amount of $50,000 to be used for recently purchased apparatus.  A lengthy discussion followed.

 

It was moved by Comm. Stohler to make application for a gaming grant for the Ono Volunteer Fire Company.  Motion died for lack of a second.
