The regular meeting of the County Commissioners was held today. Comm. Carpenter absent. Comm. Stohler presiding.
The meeting opened with the Pledge to the Flag.
The Commissioners approved the minutes the previous meeting.
Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $1,067,627.04.
This week’s net payroll is in the amount of $1,024,580.66.
It was moved by Comm. Litz seconded by Comm. Stohler to amend the minutes on the motion listed below from the previous meeting to read as follows: Vote unanimous.
It was moved by Comm. Carpenter, seconded by Comm. Litz to officially appoint Dr. Erich Batra and District Attorney David Arnold as members of the Lebanon County Child Death Review Team. Dr. Batra will serve as the physician who specializes in pediatric or family medicine and District Attorney Arnold will serve as representative of local law enforcement. Vote unanimous.

The Commissioners adopted a proclamation for Steven Klose, Telecommunicator in Emergency Management Agency. Steve will retire on July 22, 2009 with thirty years of distinguished service.
The Commissioners approved and signed the Pennsylvania Board of Probation and Parole, the FY 2009-2010 Grant-In-Aid Continuing Program for the Improvement of Adult Probation Services Application and Agreement. The requested amount is $758,301.
The Commissioners accepted the State Intermediate Punishment Funds Electronic Monitoring Grant from the Pennsylvania Commission on Crime and Delinquency. The award amounts are as follows:

Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $1,285,361.57.
At 9:45 a.m., the Commissioners along with the County Controller and County Treasurer sat as the County Retirement Board.
At 9:51 a.m., the Commissioners reconvened the regular meeting.
The Commissioners approved and signed the third quarterly Working Capital Request and Performance Report Section 101 HAVA Fund for the reporting period of April-June, 2009. The total payment requested for this report is $2,558.86.
The Commissioners approved and signed the third quarterly Working Capital Request and Performance Report Section 102 HAVA Funds for the reporting period of April 1, 2009 – June 30, 2009. The total payment requested for this report is $32,176.96.
The Commissioners approved and signed the third quarterly Working Capital Request and Performance Report Section 251 HAVA Funds for the reporting period of April 1, 2009 – June 30, 2009. The total payment requested for this report is $52,238.07.
The Commissioners approved and signed the third quarterly Reimbursement Request and Performance Report (HAVA Grant-Section 261) in the total amount of $7,832.59 for the reporting period of April 1, 2009 – June 30, 2009.
At 9:52 a.m., the Commissioners sat as the County Board of Elections.
At 9:53 a.m., the Commissioners reconvened the regular meeting.
The Commissioners approved the State Food Purchase Program (SFPP) Distribution Plan for Lebanon County. The agreement covers the period July 1, 2005 – June 30, 2010. The County Commissioners designate the Lebanon County Christian Ministries (LCCM) as the lead agency for the administration of the SFPP.
The Commissioners approved and signed the State Food Purchase Program (SFPP) State Purchase Contract Option Participation Statement. Whereas, Lebanon County does not agree to participate in the Department of Agriculture’s (PDAs) State Purchase Contract Option (SPCO) for Fiscal Year July 1, 2009 to June 30, 2010.
The Commissioners approved the proposal for the Recovery Act Community Services Block Grant (CSBG) in the amount of $449,664.00 with the stipulation that additional staff will only be hired if absolutely necessary. The Commissioner signed the Pennsylvania Department of Community and Economic Development (DCED) Single Application for Assistance.
The Commissioners approved and signed an agreement with Congregation Beth Israel to extend its parking lot lease to Lebanon County and Lebanon City for another year at the current rate of $475.00/month. The year’s extension will run from July 5, 2009 through July 4, 2010.

The Commissioners accepted the Continuation Subgrant Award from the Pennsylvania Commission on Crime and Delinquency in the amount of $58,139.00 for the period of 2009 and $58,139.00 for the period of 2010. This grant will be used by the Office of the District Attorney for the Victims of Crime Act (VOCO) Coordinator 1 Advocate of Lebanon County.
Commissioner Litz asked that Comprehensive Plan Implementation Grants be released for both Coleman Memorial Park ($20,000) to conduct a Master Site Plan and the Swatara Watershed Association ($50,000) for the purchase of water park property. Comm. Litz also stated that funds are available from designated funds in a bond issue through the Comprehensive Plan Implementation Fund.
It was moved by Comm. Litz to award Comprehensive Plan Implementation grant monies to Coleman Memorial Park and the Swatara Watershed Association. A discussion followed.

The regular meeting of the County Commissioners was held today at the Lebanon Valley Expo Center & Fairgrounds Visitor Center, all members present. Comm. Stohler presiding.

The Commissioners approved the minutes the previous meeting.
Dennis Grumbine, President of the Lebanon Valley Expo Center & Fairgrounds welcomed the Commissioners and everyone in attendance to the fair. Nadine Moore, Fair Queen Coordinator introduced the Fair Queen. Kim Heagy, 2009 Lebanon Area Fair Queen, offered to escort the Commissioners and guests on a tour of the fair.

The Commissioners adopted the following Resolution for the FY 2004-2005 Community Development Block Grant (CDBG) Program’s final budget:
RESOLUTION
Resolution of the Lebanon County Commissioners modifying the Fiscal Year 2004 & 2005 County of Lebanon and obo South Lebanon Township Community Development Block Grant Program budget.
WHEREAS, Lebanon County receives an annual allocation of federal Community Development Block Grant funds under Act 179 of the Commonwealth of Pennsylvania, Department of Community and Economic Development.
NOW, THEREFORE, BE IT RESOLVED, by the Commissioners of the County of Lebanon that, the revisions dated July 30, 2009, be approved and that the Chairman of the Board of Commissioners is hereby authorized to submit same to the Pennsylvania Department of Community and Economic Development.

Donna Lutz, Recorder of Deeds of Lebanon County, met with the Commissioners to present a Hot Site Hosting Service Agreement with IMR Limited, Camp Hill, PA for approval. The purpose of this agreement is to obtain a disaster backup of the Landex Information Libraries as a feature or option of services. Commissioner Stohler asked Mrs. Lutz to have 1) her Solicitor review the Agreement and 2) fine tune the language in the Agreement . Mrs. Lutz agreed.
The Commissioners approved and signed the Project Budget and Financing Plan in the amount of $376,338.00 to be used for the Homelessness Prevention and Rapid Re-Housing Program in the County of Lebanon. The funds will be used to provide rent assistance, security deposits, utility assistance, utility deposits, short term storage fees, reasonable moving costs, housing inspections, and case management. These funds are provided through the Department of Community and Economic Development, American Recovery and Reinvestment Act of 2009.
The Commissioners approved the Children & Youth 3rd quarter invoices and 1st & 2nd quarter supplemental invoices in the total amount of $ 755,470.61.
Curtis Martin, of the Lebanon Farm Bureau, met with the Commissioners to ask Board to consider Clean and Green for agricultural landowners during the countywide property reassessment process. Mr. Martin asked the Commissioners 1) to have agricultural community seated at the table when clean & green is discussed, 2) to form an Agricultural Advisory Committee and 3) to have someone conducting the re-assessment to be knowledgable on the subject of agricultural land. Jeffrey Werner and Steven Wenger of the Lebanon Farm Bureau were also in attendance.
The Commissioners stated that they will consider the formation of an Agricultural Advisory Committee.
Daniel Seaman, Chief Assessor of the Lebanon County Assessment Office explained that Clean and Green is a program that reduces taxes for farmers to keep land for agricultural use.
The Commissioners adopted a proclamation for the Greater Lebanon Refuse Authority. The Greater Lebanon Refuse Authority is observing its “50 Anniversary” in celebration of providing dedicated service to our community.
