The regular meeting of the County Commissioners was held today, all members present. Comm. Stohler presiding.
The meeting opened with the Pledge to the Flag.
The Commissioners approved the minutes the previous meeting.
Sallie Neuin, Lebanon County Treasurer, presented the weekly Treasurer’s report with expenditures for $2,376,858.54.
This week’s net payroll is in the amount of $1,022,777.58.
The Commissioners approved and signed the Financial Statement for funds expended under Grant-In-Aid program for Juvenile Probation Services for the period of July 1, 2008 to June 30, 2009 in the amount of $32,468.00.
The Commissioners ratifed the appointment of Harrison Diehl, Jr. by the Clarence Schock Foundation to fill the unexpired term of John Weidman as a member on the Board of Directors for the Clarence Schock Memorial Park at Governor Dick. This term will end on June 30, 2011.

The Commissionersapproved and signed the Department of Public Welfare, the Budget Amendment for Children & Youth as follows: For Fiscal Year 2008-2009 the Agency came in under budget in the amount of $1,189,895. The largest area was in the Major Service Category of Residential Services with Juvenile Probation being under spent by $551,907and Children and Youth under spent by $350,579. The county share was reduced by $204,585.
The Commissioners approveed and signed contracts for Children & Youth as follows:
Berks County Detention: $287.66 per day up from $236.92
Valley Youth House Supervised Independent Living Program: $156.00 per day
The Commissioners approved and signed the Pennsylvania Commission on Crime and Delinquency, the 2010 Continuation Grant application in the amount of $453,135.00. The funds will be used by the Office of the District Attorney to support the STOP Program in Lebanon County.
The Commissioners to approved to accept the Continuation Subgrant Award from the Pennsylvania Commission on Crime and Delinquency in the amount of $704,846 for the period of July 1, 2009 to June 30, 2010. This grant will be used by the Adult Probation Department for the Drug and Alcohol Treatment Based Intermediate Punishment Program in Lebanon County.
At 10:00 a.m., the Commissioners along with the County Controller and County Treasurer sat as the Retirement Board.
Archie Battistelli Stifel Nicolaus along with Mark Gensheimer, Senior Vice President of CS McKee Investment Manager met with the Retirement Board to present the 3rd Quarter Lebanon County Municipal Employees’ Retirement Fund update. Michael Battistelli and Brett Holland of also attended this meeting.
At 10:30 a.m., the Commissioners reconvened the regular meeting.
The Commissioners entered into an agreement between the County of Lebanon and the County of Lebanon Transit Authority (COLT) for Medical Assistance Transportation Program (COLT). COLT agrees to provide Shared Ride transportation to the Lebanon County Housing Authority for Medical Assistance Clients on specified times and days. The Contract covers the period from July 1, 2009 until June 30, 2010 at the following rate structure:
Lebanon City - $15.50
Lebanon County - $17.90
The Commissioners approved and signed an Emergency Shelter grant with Domestic Violence Intervention of Lebanon County Inc (DVI) to for operating expensed associated with the shelter. This contract is in effect from July 18, 2008 to July 17, 2010 in the amount of $60,000.
The Commissioners approved and signed a contract between the County of Lebanon and Philhaven Behavioral Health Care Services to provide Crisis Intervention & Information Services 283 South Butler Road, Mt. Gretna, PA $325,000. This contract covers the period of July 1, 2009 to June 30, 2010 for $325,000.00.
The Commissioners entered into an agreement between the County of Lebanon and Aunt Mel. This agreement is for curb-to-curb transportation services for out of county transportation trips for clients enrolled in the Medical Assistance Transportation Program. The Contract is in effect from July 1, 2009 to June 30, 2010.
The Commissioners entered into an Agreement between the County of Lebanon and Domestic Violence Intervention of Lebanon County Inc. This contract covers the period from September 2, 2009 until September 1, 2011. The total amount of fund to be paid to DVI shall not exceed $25,625.
The Commissioners entered into an Agreement between the County of Lebanon, on behalf of Lebanon County Community Action partnership (CAP) and Ultimate medical Services, Inc. This agreement is for curb-to-curb transportation services for clients enrolled in the Medical Assistance Transportation Program. This Agreement will be in effect from July 1, 2009 to June 30, 2010.
The Commissioners entered into a contractual Agreement between the Commonwealth of Pennsylvania Department of Community and Economic Development (DCED) and the Lebanon County Community Action Partnership (CAP) for Community Services Block Grant (CSBG). The contract amendment will extend the current contract to December 31, 2010 in the total amount of $336,973.00.

The Commissioners adopted Ordinance No. 39 as follows: AN ORDINANCE ESTABLISHING A UNIFORM PARCEL IDENTIFIER SYSTEM BY PROVIDING FOR A DEPOSITORY AGENCY OF THE LEBANON COUNTY TAX MAPS INCLUDING ADDITIONS, DELETIONS, AND REVISIONS OF SUCH MAPS AND BY PROVIDING FOR THE ASSIGNMENT BY SUCH AGENCY OF UNIFORM PARCEL IDENTIFIERS FOR EACH PARCEL ON THE MAP AND ESTABLISHING A FEE FOR EACH UNIFIED PARCEL IDENTIFIER AFFIXED OR CERTIFIED TO AN INSTRUMENT PURSUANT TO THIS ORDINANCE IN ORDER TO FACILITATE CONVEYANCING AND TO ESTABLISH A MODERN LAND RECORDS SYSTEM. Pursuant to the provisions of the Uniform Parcel Identifier Law, Act of January 15, 1988, P.L 1 (21 P.S. Section 331, et seq.) and the Act of January 15, 1988, P.L. 4 (16 P.S. Section 9781.1, et seq.), it is hereby enacted and ordained by the Commissioners of the County of Lebanon, Pennsylvania.
