Accomplishments
· Work of the members of the LCCJAB and its D.U.I. Court Committee resulted in the March 6, 2008 approval of the Lebanon County Commissioners to pursue funding to establish a D.U.I. Court. This Court offers intensive treatment and supervision options to those who participate and also slightly assist the prison in decreasing its population by providing an alternative to standard incarceration through the use of Electronic Monitoring devices (house arrest) for the Participants. Secure Continuous Remote Alcohol Monitoring (S.C.R.A.M.) devices will also be used in this Court. The grant - secured via PennDOT from federal funds provided by the National Highway Traffic and Safety Administration - totals $140,160 each year for a three-year period of time.
· A $1,500 Technical Assistance and Training Grant to engage in a Strategic Planning Retreat for the Criminal Justice Advisory Board was approved by the Commissioners on April 3, 2008. The Pennsylvania Commission on Sentencing (PCS) and the Pennsylvania Commission on Crime and Delinquency (PCCD) also approved the funding for the request. The Davison Group – well known for its organizational work in field of criminal justice – was selected to assist in the planning and facilitation of this retreat.
Creating and utilizing a strategic plan will help to steer the LCCJAB away from reactive decision-making and more towards proactive assessment of the needs of the criminal justice system in Lebanon County.
· The Strategic Planning Retreat was held on August 19, 2008. The Davison Group helped to facilitate this productive, daylong event. Mini goals - such as revising the Mission Statement - were determined as well as some larger concepts for LCCJAB Members to consider as they work on the Board. The LCCJAB thanks the Davison Group for their facilitative skills and the PCCD/PCS for their support in this initial Strategic Planning endeavor!
· The LCCJAB Planner participated in the PCCD Statewide CJAB conference in June, 2008. The Planner presented information about how a new CJAB plans to begin the strategic planning process and what that process entails. This was then compared to how older Criminal Justice Advisory Board use strategic planning and Retreats to accomplish their work. The handouts can be viewed below:

· A $510 Technical Assistance and Training Grant was secured to host a Mental Health Training for Police, Other First Responders, and Mental Health Advocates. The Pennsylvania Commission on Sentencing (PCS) and the Pennsylvania Commission on Crime and Delinquency (PCCD) also approved the funding for the request. The idea for this training was identified as one of the goals developed in the Strategic Planning Retreat in August of 2008. It is scheduled to take place in January of 2009. · A $1,494 Technical Assistance and Training Grant to complete additional work on the evaluation of the Lebanon County DUI Court was obtained in January, 2010. A summer research study will be conducted with assistance from Professors at Lebanon Valley College to better understand the outcomes for the DUI Court at this point in time. The Pennsylvania Commission on Sentencing (PCS) and the Pennsylvania Commission on Crime and Delinquency (PCCD) also approved the funding for the request.
· North Cornwall Township was awarded a highly competitive Better Automation and Sharing by Law Enforcement (BASLE) grant from the PA Commission on Crime and Delinquency (PCCD) in October, 2010. The grant award is for $236,639 and only eight (8) awards were made in the entire state of Pennsylvania! A Police Department was required to act as the lead applicant agency for this particular funding stream and North Cornwall Township Police Department fulfilled this role. The other Police Departments involved in the project include North Lebanon Township, Millcreek, and Lebanon City.
The funds will be used to purchase an interoperable Records Management System (RMS) for the aforementioned Police Departments. The RMS will also have crime-mapping technology as well as a connection to the Law Enforcement Justice Information System (LEJIS).
